Level II, III, and IV, and What Each One Means

Texas licenses security officers by level. Knowing the difference tells you exactly what an officer is trained and authorized to do.

Level II

Non-Commissioned Officer

A licensed, unarmed security officer. The standard for most business, retail, residential, and event posts, trained to observe, deter, report, and respond without a firearm.

Level III

Commissioned Officer

An armed security officer with a Texas commission, which requires firearms training and qualification beyond the Level II license. For high-cash, high-value, and higher-risk posts.

Level IV

Personal Protection Officer

A Level III officer with the additional personal protection certification, licensed to provide close protection for an individual. For executive protection and VIP details.

The Right Officer Is the One That Fits the Risk

An armed officer is not automatically more secure, and an unarmed officer is not automatically a saving. The right choice follows the post: cash exposure, location, traffic, and your own risk assessment. A high-cash bank or a late-night high-risk site calls for an armed Level III officer, while most retail, office, and residential posts are well served by a professional unarmed Level II officer.
